Latest threat to Cling Clang

The application in principle for eight houses to be built on the Cling Clang field has now gone to appeal. To remind everyone, this is the second application to go in after the first, Plot 1, was turned down on appeal. The current application (Hynes Jones Field 25/02769/PIP) is for eight affordable houses. Because the application is in principle – the PIP suffix – the decision to reject or approve the application is made by planning officers as a ‘delegated item’ rather than being discussed at a meeting of the planning committee.

The appeal has been made before officers have made a formal decision on the basis that the council had exceeded the appropriate time frame to determine the application. It is quite unusual for an applicant to appeal based on a ‘non-determination’. This possibly suggests the applicant felt it unlikely that West Oxfordshire would grant approval so decided to go straight to appeal. All the arguments against Plot 1’s application – both from WODC’s initial refusal and the subsequent upholding of the appeal – remain.

ENCON will re-post its objection and we encourage as many residents as possible to make additional submissions. All objections previously submitted will be forwarded to the Planning Inspectorate. If residents did not submit an objection before, now is the time to do so! The deadline is 26th May 2026.
